is there a reason for unique not to be borrowed checked always?

what are the use cases for unique pointer not borrowed checked, when transferred to other function as unique,

(I mean transferred as unique not as a pointer)

I'll ask it differently, why can't std::unique already force borrowed checked so tere will be no need for additional borrowed operator (like in circle)
