Create a screen to allow the user to accept the license of the application

Create a screen to allow the user to accept the license of the application. For a new installation, this screen is the first one to appear. The only way to continue using the application is by accepting the license.

For an existing installation, the application becomes unavailable for all users except the administrator. The administrator is able to authenticate, but the only screen available is the one to accept the license. Once the administrator accepts the license, the application resumes its functionalities to all users.

While the license is not accepted, the user is unable to use the application.
