The prioritisation mechanism has been flagged for discussion; may not be immediate, as we need more deployment experience.

@grmocg and @willchan suggested that stream prioritization might change over time.

Examples:

Requests that were made for a browser tab that moves to or from the foreground.
Requests for progressive images that could be de-prioritized once either headers or a low resolution layer was received.

There was some skepticism about the benefits of this.
