The current draft (-02) specifies that special case : prefixed headers MUST appear first within the serialized header block of HEADERS and PUSH_PROMISE frames. However, given the three header encoding mechanisms currently being explored, it's not entirely clear if this requirement makes sense and is optimum. We will need to revisit this issue once we decide which header encoding mechanism we wish to adopt.
