Review AVR records before publishing #156

Allow AVR uploaders to upload AVR information and documents for review before the AVRs are published. A new "reviewer" role would be created for reviewers to look at the AVR records/documents and approve or discard.

Currently the Affinity reagents working group leadership Liz McDonough, Diane Saunders, Andrea Radtke and Ellen Quardokus do this before approved for uploads. Interacts with the authors, works through scientific and formatting problems.
