Create a new page that allows all users in the HuBMAP - Read group to upload an AVR CSV file, runs validation against the file (full validation, not just CEDAR) and reports back any errors.

Add a link to the menu bar for "Validate AVR CSV" that shows only when a logged in, valid user is a member of the HuBMAP - Read group.
