Add dismissible CTA to current HRA Portal

Please prioritize implementation of this approved feature request design from Katy:

  • Figma: CTA Bar
  • Register Now button route: https://iu.co1.qualtrics.com/jfe/form/SV_bpaBhIr8XfdiNRH
  • Eventually, I will redesign this visually and make a version for the HRA Design System.
  • We will call out the most important feature/priority in this CTA bar. Right now, signing up for the HRA Working Group is the highest priority.

Behavior

This design was inspired by CELLxGENE's scrolling dismissible CTA bar. It scrolls with the page and users can dismiss it during their visit. This behavior is perfect:
