CPU Load on Raspberry Pi 1 > 90%?

CPU Useage on Raspberry Pi 1 is over 90%

Steps to reproduce

type in htop into the shell

What is expected?

CPU Load under 10%

What is actually happening?

LED won't light up to actual screen image. They light up with a huge delay.
