Update existing links for the new release information.

List of tasks:

Update left sidebar to show 0.3 as the "Latest" version and add section for 0.4 as "Development"
Update right-side drop-down option to show 0.3 as "Latest" and 0.4 as "Development" (This option shows up under the "Documentation" tab)
Make branch for post-release to announce on landing page
