[FAB-14532] Remove LL FabCar sample

Remove the Fabric v2.0 version of the low-level FabCar sample. We should not be advertising how to use the low-level APIs at this point. The low-level samples are still available for Fabric v1.4 to show the difference between the low-level and high-level APIs.
