Arrow's initial compute IR specification is now in master. We would like to use this IR to build a compute backend for Ibis that uses the compute IR to execute queries against the Arrow C++ library.

This issue is to track building a Backend to perform this execution.

A new set of issues for a Substrait backend would be needed, since we're not going to use Arrow IR for this.
