Over a year ago, with the move to the IBM Maximo Operator Catalog we ceased support for OLM manual upgrade strategy, in favour of static versus dynamic catalog sources, however some code remains in this collection referencing the old manual upgrade support. This needs to be cleaned up as it creates confusion for users, and definitely doesn't work.

Workaround:
Remove these lines:

    - export MAS_UPGRADE_STRATEGY=$MAS_UPGRADE_STRATEGY
    - export MAS_UPGRADE_STRATEGY=$MAS_APP_UPGRADE_STRATEGY
