The default 40MB is too low for heavy plugins like WPML.

View settings here: Tools > Site Health > Info Tab > WordPress Constants

Both WP Engine and Kinsta appear to leave the default at 40MB, sites on WP Engine with WPML installed report WP_MEMORY_LIMIT as 512M.
