Is your feature request related to a problem? Please describe.
Tendermint technical content style guidance is available only in our internal Notion pages. In the spirit of open source community and in pursuit of technical content consistency and elevated trust, let's move the style guidance content to the Starport repo. Style guides provide an essential tool for content writers and maintainers.

Describe the solution you'd like
Move the internal technical content style guidance from Notion to the github/tendermint/starport repo to raise visibility and elevate technical content in our docs and the entire ecosystem.

Describe alternatives you've considered
I plan to follow examples out there in the open source universe.
