Terms & Conditions dialog

Description

The dialog showing the "Terms & Conditions" during the onboarding has a few issues:

• it should not be scrolled to the bottom automatically, but should start at the top
• when closed, there's a small movement of the buttons (due to the fact that the T&C dialog is not open "portalled", but inlined. When using portalled, the movement is gone, but dark mode is not applied anymore).
• the formatting of the content should be updated (e.g. respect headlines)
