bug description

Attempting to download a youtube VOD in VP9
{46F29ACA-ECF2-4B2D-AF32-51378F254148}
Cobalt errors out, despite VP9 being serviced by Youtube normally as its shown in the debug ingo./

reproduction steps

  1. Attempt to download https://www.youtube.com/watch?v=8sBkbxwnyrk in any codec.
