Provide better automatic names for steps and inspections

Based on the information a user has posted about vcs, building, qa and packaging we generate the Steps and Inspections of a preliminary software supply chain.

The auto naming scheme we currently use for steps and inspections is not very original.

Maybe we can create more meaningful names based on the user posted data (tool commands) and/or the tool categories (vcs, building, ...).
