Add dct:issued to Dataset #59

Although listed in the mapping file, dct:issued is not listed for Dataset objects in the DCAT feed, only for Catalog.

All other terms listed in the mapping are present in the DCAT feed

Correction: two additional listed fields are not present in the DCAT feed: #61
