Add docs that explain the [fileflow] config section better/at all

How to set up your [fileflow] section in your airflow.cfg is woefully missing in any of our documentation. We don't even have a airflow.cfg.example! Include in the docs how to add in the [fileflow] section and what are sane defaults depending on what storage backend you want to use.
