Accept a formula from the user that sets weights (adding up to 1) for the following - lines added, removed, files changed

Use the formula to calculate the PR Parma each time a PR is created or there are new commits to the PR

What comprises a good review:

Number of comments that were addressed?
Number of comments you gave vs total number of comments given by others on that PR
