Set Lag Value to YES on Welcome letter for single port lag

Issue:
In the welcome letter if a member has a 1 port lag the LAG is reported as No

Proposed Solution:
Request to change coding to use the lag_framing logical rather than the port count.

Operations Context:
Sometimes a new member will ask to set port to lag even though they only have 1 port so that additional port adds do not require a change to be made resulting in a brief loss of service.
