Upgrade Cypress for e2e Tests #460

Our cypress version is fairly out of date and has recently introduced artificial problems into tests (for example: https://1nfinite1ndustries.slack.com/archives/C1DUR2VNW/p1700515777660209).

We should investigate upgrade paths and get this bumped to the latest version we can manage

MatthewGidcomb added good first issue and removed good first issue labels
