Should create shard groups ahead of when they're needed

With #1783 shard groups won't have an end time far into the future. The cluster should be creating shard groups before their actual start time.

The reason we should do this is that when people are writing data at scale, it would be good to avoid a bunch of writers blocking on creating the shard group for the current duration all at once.
