Allow the subscription port to be different from the HTTP bind port.

In the case of docker and other network scenarios it may not always be the case that the port Kapacitor is listening on is the port that InfluxDB needs to write to. As a result we should add a new config option to specify the subscription port, which will default to the http-bind port.
