There is a new golang version available. Please update Telegraf to use version 1.21.0

@srebhan I built telegraf with no issues or changes required, but I am thinking we switch to 1.21 as part of the 1.28 release and not this last bug fix release. Thoughts?

I do agree, we should switch after the bugfix release. There seem to be some changes to XML handling (mentioned here) so if something comes up we even might need to revert to 1.20...
