Implement check_misbehaviour method for DA(Celestia) part

Description

• Implementing the check_misbehaviour method under the ibc-rs ClientStateValidation trait, as part of addressing issue Keep track of Sovereign light client implementation #2.
• The goal here is to specifically focus on including the verification logic pertinent to the Celestia DA layer.
• The verification aspect of AggregatedProofData will be addressed in a separate issue.
