Released IP Address retention time feature

Is your feature request related to a problem? Please describe.
An ability to specify retention time (time for which a recently released IP Address should not be reused) for an IP Block or IP Address.
If a non-zero retention time is specified during configuration, any recently released IP Address cannot be allocated to a new resource until the retention time elapses for that specific IP Address.

Describe the solution you'd like
Ability to specify retention time for a released IP address so it is not automatically assigned to a new resource until the time expires.

Describe alternatives you've considered
Implement the logic on the resource side (though not preferred).
