Summary

Add a tally implementation for the catalyst-voting crate, based on this spec https://input-output-hk.github.io/catalyst-voices/architecture/08_concepts/voting_transaction/crypto/#c-homomorphic-tally.

Description

Add a new functionality of the homomorphic tally and tally decryption.
