A section of the proposal details modal in the Voting Space that shows public comments made prior to proposal publishing

User Value

As a voter, I want to see the community discussion on a proposal, so I can make an informed decision about whether to vote for funding.

UX Story

I looking at the proposal details modal in the voting space. I see a "Comments" section. Inside, I can view all the comments / replies attached to the proposal.
