npm install nwb-sass fails on Node v12

On Node v12.13.1, npm install nwb-sass fails for me:

• I ran into this problem when upgrading Node: No problems on v10.
• I am not sure whether the HTTP 404 is the root cause:

• ... or the python2 code it is trying to run:

(I don't have python2 in this environment, and I don't think it should be necessary.)
