conda repo has outdated repodata.bz2, there is no intel-extension-for-pytorch #697

Describe the issue

as mentioned here prefix-dev/pixi#1964

https://software.repos.intel.com/python/conda/linux-64/repodata.json.bz2

was outdated and does not have intel-extension-for-pytorch consider remove bz2 repodata?

What's problem about no "intel-extension-for-pytorch" in https://software.repos.intel.com/python/conda/linux-64/repodata.json.bz2?

this package not exist in manifest repodata.json.bz2
but exist in https://software.repos.intel.com/python/conda/linux-64/repodata.json this will confuse package managers

Fixed. Updated bz2 in linux-64 and win-64.
