Describe the problem that you'd like solved

Similar to #9199, automatically assign PRs to the Lead on the linked issue and also mark the PR as either Priority 0, 1, or 2 if the issue is marked accordingly

Edge cases:

  • sometimes the lead is also the assignee and the PR cannot be automatically assigned
