Notifications support with Telegram only #16

Notify on something critical: total CPU, MEM or any DISK >= 80%
Telegram only at the moment
- Why telegram?
  - Personally, I use telegram like a main messenger, slack/discord are not up 24/7 like telegram
  - Ttop is not written on python - I did not find library with multi-protocol notifications
