Drafts: admin can't modify full record visibility after grace period #1892

After the grace period ends (for Zenodo this is 30 days), the visibility of a draft can't be modified anymore.

This behaviour is correct for regular users but not for admins. I.e. admins might have to restrict a record at the time due to a takedown notice

This screenshot was taken from a draft that was outside the grace period, while logged in with an admin account:
