[FR] Expose status and model information to plugins

Problem statement

#8438 removed the information which custom status belongs to which model so some new API needs to be reintroduced to fix that gap

Suggested solution

Add and API that contains the custom states entries and their models, as existed before.

Describe alternatives you've considered

This info is needed to be able to automated staging of custom states from 3rd party systems, there is no alternative.

@matmair which information is removed? My intent was to keep the existing API in place as much as possible, if I have removed anything I apologize for the inconvenience!
