Use docker build in CI in order to build proxysql with systemd
Current build is done with

Describe alternatives you've considered
As long as the current official docker is not build with systemd we need to build our own

@JeGoi is this currently done? Otherwise we should build this image like we do with FreeRADIUS.

I think we are already doing it https://www.packetfence.org/downloads/PacketFence/debian-lastrelease/14.1/pool/bookworm/p/proxysql/
BUT there is no automation for deb construction around that for now.
It like done by hand...
