Fixed scrollbar and table-title-bar in flutter possible?

Hey people,

in lack of a discussion-section within this section I felt free to write my question here. I hope that's okay.

I found out that in the Flutter-desktop-app horizontal scrollbar appear only after scrolling to the bottom of a table-list. And table-column-title-bars disappear at once when scrolling the table down.

Is this by design or could that be "fixed".
