docs/source/resources.rst

The link to QARTOD in Practice is a google drive link that requires authorisation to access.

I recommend either making this document openly available, either on google drive or elsewhere

@iwensu0313 does anyone at Axiom has access to that doc?
Or maybe it is an IOOS doc @MathewBiddle ?

If no one has access to it we should remove that link from the docs.

After inspection the slides I don't think it is essencial to the docs and we should remove them. PR soon...
