Find a better popper component

I'm using react-popper for the popover component but:

• It relies on refs which doesn't play well with stateless components
• It has some bugs when it overflows, see: When the popper doesn't fit in the viewport... floating-ui/floating-ui#493
• It doesn't position well on first render, see: Initial position of popper and arrow elements off when margins exist floating-ui/react-popper#88
• Code is unnecessarily complex because of all the refs being passed around
• Doesn't support em in offsets
• Hard to do animations based on the effective placement
• It doesn't automatically recompute when its size changes; it could use https://developers.google.com/web/updates/2016/10/resizeobserver
