experiments: checkpoints cleanup/research issues

• Investigate whether we can have finer control over rich table column collapse behavior - --no-pager with wide tables results in several empty columns that make output unreadable (exp show: customize rich table rendering behavior #5381)
• Preserve metrics/params column order (related to dvc: metrics.show() and params.show() order #5009)
• Add short option for dvc exp show --all-commits (exp show: cleanup UI issues #5361)
• dvc repro should just fail on checkpoint = true stages instead of issuing warning and handling as a persist out (experiments: exp res bug fixes #5258)
• exp res should be possible after run --no-exec --checkpoints ...
• Unify run/resume, for checkpoints re-introduce reset (experiments: drop exp resume in favor of auto-resuming in exp run #5351)
• Investigate duplicate commit issue from dvc exp show checkpoints #5311
