Expire whole video cache on proxy rotation #39

Have a way to tell Invidious companion to expire the whole video cache if the outgoing IP address has changed due to proxy rotation, for example.

In order to avoid using an old IP address not available anymore through the configured proxy.

Not sure about how, maybe through a kill SIGNAL or through an HTTP endpoint.
