Create new Deployment report

Background

This ticket is to create a new deployment report containing location and jurisdiction information - used by the judiciary to make deployment decisions when deciding which candidate they're going to place on which circuit or in which tribunal and where.
Currently the Handover report combines HR and deployment details. JO's preference is for the information to be separated into two reports.

User Story

As a Judicial Office admin, I would like to receive a deployment report so that the relevant info can be sent to the relevant department.

Feature(s) Description

• Deployment report to look like this (including a placeholder column Suitable for a post in Wales)

• Ensure any changes resulting from the work on Location & Jurisdiction are accounted for in this new report
• Create new link Deployment under Handover in LHS reports menu

• Create new Deployment page to mirror typical reports page, i.e. Refresh and Export buttons

Can be tested on exercise 129, which is about to go to SCC.

Acceptance Criteria

It's done when admin can export and download the deployment information format in a single spreadsheet required by JO.

1. With what application status should we populate the applications into the deployment report?
2. What information should we populate into the "Merit Order" and "Suitable for a post in Wales" columns?

1. Application status = Approved for immediate appointment (Approved Immediate in Processing v2)
2. For the time being, these are both placeholder columns, i.e. the cells in those columns will be blank until manually populated by SETs.
