Final arbitration - Submit Final Moderated Grades

Background

Admins want to see that all the moderated grades have been reviewed by both the original and moderating panels, the original panel chair has confirmed the moderated grades and admins are ready to finalise the arbitration process.

User Story

As an admin, I would like see panel confirmation of the final edits so that I can submit the moderation and finalise the arbitration process.

It's done when

• Admin can see that all panel chairs have confirmed the final grades
• The 'submit the moderation' button is clearly visible on the page
• Admin is able to click on the button
• Admin can see a screen showing that moderation is now complete
• The final grades are pulled through to the merit list.

• Internal reviews passed (feedback actioned)
• User testing passed
• Relevant technical documentation updated
• User guidance updated
• Deployed and merged without errors
