Background

After the arbitration process, the final moderated grades are fed live into the merit list, admins would review any further changes.
In order for admins to make changes if the grades change after the moderation window has closed, they want to see a button with an unlock mechanism with approvals. Admin clicks on the 'unlock' button and provides necessary approvals, This would enable them to set the required pass mark.

User Story

As an admin, I would like **to see a clearly labelled button 'unlock' ** so that I can set the pass mark.
