Are there any plans to support BASE_BACKUP?

As I understand, it's very similar to START_REPLICATION in workflow.

I have no objection to the feature, but I have no plans to work on it myself.

I might work in it after I have finished my current wal-g commit.

Created a draft PR. Still needs some love, but getting there...
Reading backup info and backup data already works.
