Platform TCK branch naming

As discussed on Platform TCK mailing list, we will adopt the following branch naming:

Jakarta EE version    Platform TCK version   Branch Name
------------------    --------------------   ------------
8                     8.0.0, 8.0.1, ...      8.0.x
9                     9.0.0, 9.0.1, ...      9.0.x
9.1                   9.1.0, 9.1.1, ...      9.1.x
