Any roadmap/timeline for introducing tables in a separate layer?

Short answer: no.

Long answer: usually this can be implemented easily at application layer. In the past I've implemented generic table renderer in C++ and jagpdf as it's backend. But it also require very complex interfaces. I end up with xml based similar to how browser render html, but all the styles are inlined.
Usually, a user only need a subset of this functionality. And this can be achieved using pdf primitives.
