Create new header for implementation specific constants #7

If we have a separate header then we can just gitignore it and won't have to worry about commiting constants that do not work between different hardware setups.

Has this been created yet? We should work on merging and closing branches. Not entirely sure if the status of each branch at this point.

Has not been created yet. I'll go ahead and close modularize_bar_matrix which is my only open branch not currently being developed on. It was merged into master a while ago.
