Package forcing number of tabs if tabs < 4

When setting the tab length to 2, the field displays "Unscoped value: 2", and the setting has no effect (tabs are 4 spaces long).
My general setting is: tab length: 2

I'm seeing the same thing - this is definitely a bug that needs to be fixed; I'm not sure if its the package or Atom in general, but there is something wrong here.
