Did you try sudo yum install v8-devel ?

I don't have sudo privileges and had requested our IT to install it. They said they installed it and suggested to check using rpm -q. I just checked it using rpm -ql v8-devel and it seems to be there (although not 100% sure what to expect as the output here) as shown in the top screenshot posted on ANTsRCore issues.

Just as a side note I also tried to install v8 from source but had trouble get the depot_tools working (getting the error message below)!
